Which of the following most accurately describes the problem?

'THIS is not the time for extending fare concessions, the North Western Traffic Commissioners declared this week. In a reserved decision they refused to allow Morecambe and Heysham Corporation to grant concessionary fares up to 8.45 a.m. instead of 8.30 a.m.

However, the Commissioners granted a revision of fares by equalization of distances.. This means that adult single fares will range from 0.43 miles for 2d. to 5.14 miles for 10d., involving decreases as well as increases and the alteration of some stages.

Workmen's returns will go up to double the normal single fare, less Id. on 3d. to 6d. single journeys, and to double the fare less 2d. on 7d.-10d. single journeys. Previously, the rate •was the'adult Single fareand a half.

The Commissioners said they had some hesitation in• granting the application, in view of thelevel of fares in relation to mileage which would result in some of the smaller denominations.
