1 READ WITH some interest your article Towing the line-and the interview with Gary Satchwell from AVRO (CM 9 March) CM must have missed the Road Haulage Forum in December 2005 when RH A chief executive Roger King raised the issue of statutory fees Mr King not only pointed out hat the standard payment of El 05 v, as set 10 years ago, but managed to enlighten the attending Scottish Minister who was unaware that the Scottish Foundation had increased its fees to £150 in October 2005. Mr King said there was the need for a differential between 'recovery' and 'removal' of vehicles from the highways — currently the same fee is paid for both. It could take 30 minutes to load a car onto the back of a speclift to remove it from the highway, but three hours to recover it from a property it had embedded itself into. The recovery industry feels it is unfair to expect operators to cover the cost of recovery, and only get paid for removal.

Mr King also stressed the matter of the legal definition of 'vehicle' and that the usage of this description should also be reconsidered, as the difference between a car and an LGV and the time and use of specialist equipment to deal with incidents could be huge.

Let me ask you, would you want tube paid for only half the job you had done?
