Which of the following most accurately describes the problem?

Transit minibus? At present I am using two 12-seater Transits for private hire, taking groups of people to the West End, etc; these are not psv vehicles. Would you let me know the maximum number of people I can carry Wore requiring a psv?

A Section 117 of the Road Traffic Act

1960 defines a public service vehicle, briefly, as a motor vehicle used for carrying passengers for hire and reward which is either carrying passengers at separate fares or is not carrying passengers at separate fares but is adapted to carry eight or more passengers.

Your vehicles fall within this description and should, therefore, have a psv certificate of fitness and be registered as psv as well as being taxed as psv. In that case you should hold a psv driving licence to drive them.
