Which of the following most accurately describes the problem?

• A one—vehicle operator who told the Eastern LA that it was virtually impossible to prevent overloading when carrying sugarbeet had his licence suspended for two months on Tuesday and warned that he could face revocation if he did not improve his record.

The operator, farmer Frank A. Key of Aylsham, Norwich, told the LA, Mr H. E. Robson, that he had been fined £100 for three overloading offences in a three-month period during the winter sugarbeet season. Excessive weights were between 2 tons 3cwt and 1 ton 4cwt. The offences were noted

during roadside checks at the approach to a sugarbeet factory.

Mr Key contended that he could do little to prevent overloading. Sugarbeet weight and soil conditions varied considerably; he had painted his loading line on the lorry but this had not helped.

Announcing his decision, Mr Robson said he would not accept that it was beyond the powers of farmers to prevent overloading if they really tried. In Mr Key's case he considered he should have made ample allowance for the difficulty of carrying sugarbeet after the first conviction.
