Which of the following most accurately describes the problem?

The Agency issues vocational renewal reminder forms to licence holders approximately three months in advance of the expiry of a licence. While many licences can be issued in a timely fashion to accord with the expiry date of the renewed licence, this is dependent on the extent of the medical enquiries that may be needed.

If a detailed enquiry is necessary the DVLA aims to make a decision on 80% of cases within 90 working days.

Should a licensing decision not be able to be reached by the specific target date, the driver is usually advised of the reason(s) for this.

Drivers renewing Group 2 entitlement, who have not been previously refused or revoked on medical grounds, are able to continue driving while medical enquiries are being made, under the provisions of Section 88 of the Road Traffic Act providing they have the support of their doctors and are not otherwise debarred from doing so. A note to this effect is on the renewal application form they have to complete. A letter confirming this entitlement is therefore sent where appropriate, on receipt of a renewal application in the Medical Group.

Any formal written complaint received will be responded to within 10 working days. An operator would only be provided with licensing details from one of their own driver's records if written consent from the driver was provided. A replacement car driving licence will be issued to drivers renewing Group 2 entitlement on request during the course of medical enquiries.

Complaints in the first instance should be referred to the person with whom you have been dealing, then the manager of the local office, and then the local office customer service manager, then Noel Brock, Customer Services Manager at DVLAS main office. If the response is still unsatisfactory you should write, with details, directly to the chief executive Clive Bennett, Bennett might decide to refer the case to an independent mediator.

If you are still not satisfied you might want to seek the advice of your Member of Parliament who may refer it to the Ombudsman.
