ASOLUTION to the problems of smaller firms caught up in the Government's proposals for industrial training would have to be found, said the Central Training Council in a report to Parliament
A number of smaller employers believed the levy and grant system was bound to operate to their disadvantage, either because their training needs were modest or because of the form of training they were able to provide.
The Council said more boards should carry out thorough investigations into the problems of small firms, and the Council intended to tackle "this fundamental problem" this year.
It was not the intention of the Act that all firms should be compelled to undertake training irrespective of their circumstances, but it was clearly desirable that all firms employing labour requiring training should either carry out effective training, or else make a fair contribution through the levy to the cost of training in the industry.
