Which of the following most accurately describes the problem?

ROAD transport enterprise on the West Coast of Africa was referred to at a meeting of shareholders of Elder Dempster and Co., Ltd., the well-known shipowners, to whose cargo-discharging appliances at Liverpool, which include a fleet of electric trucks, reference has occasionally been made in this journal. The chairman said that during the pea year Elders Road Transport Co. (a subsidiary concern) had maintained and improved the motor services they operate in the Gold Coast. New headquarters and up-todate repair shops have been erected at Nsawam, so as to serve this important cocoa district efficiently.

One of the chief objects for the establishment of the road transport company was to provide facilities for growers and shippers, and to be of the utmost service to them. Careful experiments were conducted during 1923 and 1924 in order to ascertain the most suitable and economic type of motor vehicle for West African needs. These trials have been completed, with the result that vehicles of Br-Ash rather than of foreign manufacture are now being more extensively used. Road transport is undoubtedly contributing its share to promote the trade of the colony and is a real factor in its development.

The subject of cargo-discharo'ing appliances at Liverpool had for many years been carefully studied by the company's officials, both from the point of view of efficiency and economy. Mechanical appliances, 'electrically• operated; have been extensively resorted to, and have materially added to the speed of discharging and loading-off inward cargoes.

The company's "pioneer work in this direction, it is said, has lgd to the adoption of more modern methods in the port of Liverpool.
