Which of the following most accurately describes the problem?

A T Liverpool on Tuesday the North LIWestern deputy Licensing Authority made it clear that Tower Hill Transport was, in his view, in trouble. The company was applying for an A-licence renewal for an eight-wheeler with base at Chapel Walk, Liverpool. Emphasizing the danger the company was in by virtue of a false declaration having been made, the very serious view he took and the need for legal representation, Mr. Newman said: "The intention was to blind the eyes of the Licensing Authority—it sticks out a mile."

For Tower Hill, Mr. •L. C. Pratley, licensing manager, said the company had been evicted from 27 Chapel Walk under a compulsory purchase order but they were trying to find Liverpool premises; the vehicle was now garaged in Manchester.

The deputy LA reminded Mr. Pratley of his renewal application in April, giving Chapel Walk as base. He adjourned the hearing.
