Which of the following most accurately describes the problem?

• Transport Secretary Malcolm Rifkind has agreed to sort out the confusion over speed limiter legislation.

He will meet with trade associations in a bid to hammer out a compromise between the latest EC directive on limiters and current Department of Transport plans. The EC has ruled that 56mph limiters must be fitted to new trucks over 12 tonnes from 1 January 1994 and to most older HGVs by 1996. However, the DTp had planned to bring in 60mph limiters for new trucks over 7.5 tonnes from 1 August this year, and from 1993 for HGVs up to four years old.
