Which of the following most accurately describes the problem?

OVERLAND Freight Forwarders Ltd, a member of the forwarding section of the Road Haulage Association, told the Wood Inquiry last week that a night-time and weekend London lorry ban might be possible in certain conditions.

One of the exceptions needed, managing director Brian Meredith said, would be delivery of newsprint to the print rooms in the City.

Restrictions made +these trips would have a catastrophic effect on the newspaper business, he added.

Mr Meredith underlined the fact that the benefits of the M25 orbital motorway would stop the need for a lorry ban, as throughtraffic would be diverted out of London.

The building of the once proposed inner-orbital road, he added, would help ease the situation even more.
