N" procedure for submitting backing applications is to be introduced by the Ministry of Transport. Details of the change will be given by the Traffic Commissioners early next month to holders of road service licences. The new procedure will be introduced in all areas at the same time.
Ultimately, say the Passenger Vehicle Operators' Association, backing applications will be sent by operators in the first place with the primary application to the primary area. There will be a shorter interval between the Commissioners' decision to grant a backing and the issue of the backing itself.
