THE suggestion is made by Mr. W. S. Fi nlayso n . A.M nst. T. , of Liverpool, who has had considerable experience in the operation of parcels-delivery vehicles, that where vehicles are pooled under schemes for the rationalization of deliveries, all the vehicles in the pool should be left in commission, and that running should be divided over all the vehicles in the pool.

Only actual vehicle strength, approved under the scheme, would operate at any one time, and whilst some units would stand by (in commission), they would not be laid up.

Mr. Finlayson's proposals are as follow:—

a) As all vehicles pooled would be utilized, there would riot be any suggestion of any

Individual owner's vehicle being run for the benefit of others to the possible detriment of an individual owner's interest.

12) Additional deterioration, which invariably results from vehicles being laid up for any long period, would be eliminated. (3) Depreciation and wear and tear due to actual running would be more gradual, as the total mileage would be spread over the whole of the vehicles pooled.

(41 Maintenance and repairs could more easily be spread over the whole of the vehicles .pooled than if a portion only were left in commission"

15) All the veheIes would be mobile In the case of having to be moved from garage to garage, etc., in the event of this being necessary to prevent, or following, enemy action.

161 Al: the vehicles would be mobile if they were earmarked for special purposes In the event of an emergency. 17) The surplus vehicles would be readily available as a reserve at the call of the Ministry of War Transport. or any other organisation.

"I appreciate that to commission all the vehicles would mean all of them being taxed and insured. but no doubt, special provision to cover this could be made.

"Under my suggestion no actual Increased mileage would be involved, nor would any additional man-power be required than that necessary for the net number of vehicles approved."
