Which of the following most accurately describes the problem?

NEED for quick action in drawing up plans for pooled retail deliveries was urged by Sir William Chamberlain at a retailers' meeting in Manchester, last week. February 21 was mentioned as the dateby which he would have to complete his examination of the various proposals. The support given by the Ministry of Food to all efforts for the conservation of transport resources was emphasized by Mr. H. G. Houghton, Divisional Food Officer. Testimony to the practicability of the pooling system was given by Mr. J. Haydock of the Board of Trade. At the Liverpool meeting (reported in last week's issue) it was pointed out, on behalf of butchers, that considerable difficulty existed in regulating deliveries to a particular day, when there was uncertainty regarding the time the meat would arrive at the shops. A representative of Liverpool greengrocers stated that householders were being asked to lay in bulk supplies of root crops and these larger quantities would have to be delivered over any distance.
