Which of the following most accurately describes the problem?

"YOUR Watchdog Barks On" reads a leaflet just published by the Road Haulage Association, It makes much of the many campaigns waged by the RHA in the interests of hauliers, but might I suggest the watchdog may have forgotten when not to bark?

It claims to have campaigned in 1984 against the privatisation of testing stations. If it did, it failed to see CM on August 6, 1983, which announced that the then Transport Secretary, Tom King, had ditched plans to privatise the stations.

... but congratulations to the RHA's journal, Roadway. It has won the national house journal award.
