Which of the following most accurately describes the problem?

LIFFON Engineering Services has published a 1985 supplement to its guide to Construction and Use, and lighting regulations.

Its author is Clifford Toyne, former head of the Department of Transport's vehicle inspection division who has written all three editions of the guide, Motor Vehicle Technical Regulations.

Part one of the supplement deals with recent Construction and Use Regulation amendments.

Pt gives detailed information on spray suppression devices, the 38-tonne amendment, sideguards, rear under-run protection, EEC and British Standards marking requirements for tyres, and the minimum ground clearance for semi-trailers.

The second part of the supplement deals with the new road vehicle lighting regulations issued last year. Such subjects as dim-dip headlamps are dealt with in detail.
