Which of the following most accurately describes the problem?

THE Freight Transport Association has told the Chancellor of the Exchequer that there is no case for an increase in lorry taxation.

Department of Transport statistics show that, with the exception of only two types of the heaviest vehicle, all goods vehicles paid more in taxes than the cost incurred in building and maintaining the roads which they use.

There is no justification for an increase in taxation in order to reflect "nuisance" value or "social" cost because, according to the FTA, virtually every economic activity produced a social cost of one sort or another.

The Chancellor has been urged to reverse the current situation where tax on dery commercial fuel is higher than for petrol. This discourages the use of diesel engines, despite their being 37 per cent more energy effective than petrol engines.
