Which of the following most accurately describes the problem?

THE ROAD Haulage Association has released its controversial reference tariffs for international haulage, as required by the EEC.

The tariffs, which are mainly for guidance, are based on two-year-old costs, and are divided into three categories. The first is for high value or "high care" items such as refrigerated goods, the second is a general one, and the third is for cheaply transported goods such as bulk liquids.

They are available from RHA at 22 Upper Woburn Place, London, WC1H OES for 65p (members) or £1 (nonmembers). General rules and classifications cost £1.3C (members), and £2 (nonmembers).
