HAROLD MOTE, chairman of the Greater London Council London Transport Committee, has cited illegal parking, particularly in bus bays, as an obvious cause of congestion to bus services.

Mr Mote said that London's traffic congestion was having an increasingly bad effect on public transport. From 1972 to 1975 it caused about 2.5m bus miles a year to be lost, but last year this rose to 6.1m.
