Which of the following most accurately describes the problem?

Traffic engineers are, it seems, as incomprehensible as politicians at times. One morning last week a bollard at one point on my daily

journey was lying in the road for the seventeenth time in about five months. It had almost certainly been knocked down by a long artic.

The junction where the bollard normally Sits has a slight reverse turn to the right at the exit from a wide one-way street—and in just the position that the driver of a long vehicle would wish to position himself for the turn, the traffic brigade has set up its bollards.

To add to the stupidity, the left-hand side of the road into which vehicles must turn is designated as a parking place and on some occasions it is very difficult for buses to make the turn at all—yet the junction is on what appears to be a main route to one of the BR Freightliner terminals.

Perhaps someone this time will take the hint and leave the bollard off?
