Which of the following most accurately describes the problem?

out work for Mendip and Cheddar Valley Quarries on Tuesday (see page 27), eight adjourned B licence applications to carry out similar work were resumed before the Western LA, Mr. J. C. Samuel-Gibbon, at Bristol on Wednesday. These attracted 15 objectors, who were heard first. The objectors claimed that if the new rates now under consideration came into force they would be interested in doing the work. In some cases the objectors had been forced to abandon the traffic because of poor rates.

In his submission, Mr. T. D. Corpe, for the objectors, said that it would be dangerous for the LA to grant licences for additional vehicles at this time. It would, he said, be best to await the introduction of the new rate schedule and then assess the situation.

Were evidence to be given claiming a scarcity of tippers in the area, it would have to be decided whether or not that scarcity existed due only to prevailing uneconomic rates. The cuts in expenditure on roads in 1968 and 1969, and the probable granting of Contract A licences were also factors to be taken into account.
