Which of the following most accurately describes the problem?

THE Ministry of Transport was not satisfied that any alteration was justified in the long-established arrangement under which nurserymen and flower growers did not qualify for vehicle licences at concession rates, said Mr. Hay.

MINISTER BACKS MERSEYSIDE COMMITTEE UR. MARPLES promised his support in if Merseyside sets up a committee to co-ordinate traffic over the area.

"I certainly hope they will follow the rest of the country and have a committee," he said in the Commons, giving an assurance that he would do whatever he could to ensure that the whole matter was speedily dealt with.

He told Mr. A. J. Irvine (Lab., Edge Hill) that he understood the local authorities of the area had agreed to set up a steering committee to consider highway and traffic matters and the co-ordination of transport on Merseyside.
