Which of the following most accurately describes the problem?

TO deal with an appeal against a decision of the South-eastern Licensing Authority affecting operators of extended tours, a sub-committee, comprising representatives of all areas. has been formed by the Passenger Vehicle Operators' Association. The chairman is Mr. W. Farnorth, Northwestern Area secretary. The committee is appealing for contributions from members operating extended tours, to enable counsel to be briefed in a test case and for the appeal to continue.

In the decision in question, it was stated that the Authority would implement a policy to remove the " remaining fan" from extended-tour licences.

The "remaining fan" is a terra describing a local excursion from one of the stopping places en route, on which a coach party may be taken, the journey representing part of an extended tour.

Origipally, operators of such tours were enabled by their licences to carry out several such excursions, but the number has now been redtfed to one. so as to avoid objections from local operators on the ground of abstraction of traffic. This move would have the effect of reducing extended tours to express-carriage services, and would require a new definition of the extended-tour licence.
