Which of the following most accurately describes the problem?

UINQUALIFIED support for he ‘...0 Transport (Amendment) Bill was expressed in a statement issued on Tuesday by the Association of British Chambers of Commerce. It saidthat the absence of competition in longdistance road haulage had caused a reduction of efficiency and an increase in costs. Moreover, far more shortdistance traffic than was contemplated had passed into the control of the British Transport Commission.

" During the past few weeks, this Association has found it necessary 'frequently to approach the Road Haulage Executive ,pn the unreliability of the services maintained by the British Road Services, and has been unable to obtain satisfactory assurances on this point," said the statement. "While the Association realises the difficulties confronting the Commission, it declares that many of these have been due to a far too rapid rate of acquisition under the Act.

With the further revocation of large numbers of hauliers' licences, this situalion is being aggravated. There is much to show that the Transport (Amendment) Bill, or some similar measure, would assist in the amelioration of an acute situation which is of grave and growing concern to all engaged in industry and commerce."

The Association said that the Bill would do much to create competition and provide an incentive to the nationalized undertaking.
