VOSA HAS issued 323 fixed penalties — £64.600-worth — for breaches of the cabotage rules since new legislation came into effect in May on the back of checks on more than 43.000 foreign vehicles. There were a total of 449 issues of non-compliance.

"In all cases vehicles were prohibited and directed out of the country," says a VOSA spokesman.

The Road Haulage Association (RHA) says the new rules have resulted in better enforcement and adds that it has received enquiries about flagging out. "Some Irish and Dutch operators have asked us for advice on setting up a UK business and we've had British operators asking about setting up abroad," says Peter Cullum. RHA head of international affairs.

RHA director of policy Jack Semple adds that the £200 fixed penalty for cabotage offences was introduced as a direct result of RHA lobbying. "The check for cabotage compliance is now an integral part of the checking of foreign vehicles," he says.

'Me Freight 'transport Association confirms that VOSA had said it would be checking the paperwork of every foreign vehicle stopped.
