Which of the following most accurately describes the problem?

A petrol station in Northern Ireland has been selling rebated "green" diesel direct from its pumps at 55p/lit. Customs officers discovered 18,000 litres of green diesel in the Ballymoney petrol station's pumps last month. The fuel had been smuggled across the border and no attempt had been made to mask the dye.

Officers are also Investigating whether the fuel pumps had been adjusted to short deliver. If so, consumers would have unwittingly paid 69p/lit rather than the advertised 55p.

A Customs spokesman says: "Not only do hauliers who bought fuel at this site run the gauntlet of damaging their engines, but if detected they will have their vehicles seized for using green diesel."

One man has been arrested in connection with the smuggling operation.

• Irish Customs officers have also uncovered a smuggling operation in which a curtain-sided semi was found to have a tank welded to its chassis. More than 11,000 litres were discovered. The fuel was duty paid but had been smuggled from the Irish Republic.
