Which of the following most accurately describes the problem?

TWELVE vehicles were added to the I fleet of Mr. Charles Alexander, head of Scotland's biggest haulage concern, by the Scottish Deputy Licensing Authority last week. Seven of the vehicles are based at Elgin, where Charles Alexander and Partners (Transport), Ltd., have taken over the business of Mr. R. Duncan.

The Authority refused to transfer two other of Mr. Duncan's lorries, as he had been ill and his business had declined since the licence renewal a year ago.

The remaining vehicles are based at Aberdeen. Three vehicles and four trailers have been taken over from the Spital Motor Engineering Works.

A successful application was made to operate two new articulated vehicles to collect and deliver goods carried by long-distance vehicles.

• British Railways appeared as objectors.
