Which of the following most accurately describes the problem?

THE ROAD Haulage Association ( RH A) has called on Transport for London (TfL) to change the wording of its advertisement promoting the London low-emission zone (LEZ), claiming the wording is misleading for hauliers.

Roger King, chief executive at the RHA, says the advert states that trucks above 12 tonnes must meet "Euro-3 emissions standards",even though the regulations refer only to the particulate matter (PM) standard for Euro-3. "The advertisement is factually inaccurate and grossly misleading in what it tells lorry operators,he warns."We are astonished that TfL should continue to mislead companies with an advertisement the inaccuracy of which we pointed out more than a month ago.

"TfL has apparently taken no notice whatsoever."

This comes after the news that a number of Euro-1 and Euro-2 trucks will be allowed into the London LEZ without paying the Y200-a-day toll as they comply with the required PM standard. The RHA claims that the difference betweenTIL's advert and the facts will affect at least 30,000 trucks.

King says the association hopes TfL will take its concerns on board voluntarily but if it fails to make changes the RHA will consider referring the advert to the Advertising Standards Authority.
