A COMPANY WITH a string of prohibitions and a nil first-time pass rate at annual test has been warned that its maintenance systems must improve or action could be taken against its 0-licence.

Redcar-based Neil Green, trading as Vehicle Engineering Services, gave a number of undertakings on vehicle maintenance when it appeared before the North Eastern TCTom Macartney.

Vehicle examiner Anthony Kingston said in February 2006 a vehicle was given a delayed prohibition and the trailer an immediate prohibition at annual test. In February 2007 a vehicle was given an immediate S' marked prohibition. Since August 2003 there had been three immediate and seven delayed prohibitions, and six variation and refusal notices. The initial pass rate at annual test in the past 16 months was 0%.

The six-weekly inspection period had twice been extended in relation to trailers, one to nine weeks and the other to 10 weeks.

Green said he was a qualified mechanic and had previously carried out 80% of the vehicle maintenance himself, but following the vehicle examiner's report he now contracted out the safety inspections. The drivers were given defect books and had received instructions on carrying out their daily checks. He checked the vehicles every Saturday.

Two prohibitions issued in 2003 related to a vehicle that was not on his licence at the time. Four trailers had passed their annual test at first presentation in the past 16 months. The two trailers had missed their inspection periods when he was on holiday.
