A SON WHO TOOK over a business after his parents' licence was revoked following drivers' hours abuse has been granted an interim licence until January 2008.

North WestemTC Beverley Bell granted the licence following a two-day public inquiry, which included a week's adjournment to seek information about maintenance arrangements for the new company.

Oldham-based NCT had sought a four-vehicle restricted licence. In April the TC revoked the licence held by NCT (Conservatories) for what she described as the worst ever drivers hours abuse (CM 26 April). That same month the TC refused to grant NCT an interim licence.

For NTC, Richard Green said then that the four vehicles in possession were still parked up. Even if the application was granted it would be some weeks before the firm could begin operation.

Sole director David McNicholas said apart from the use of a small van in emergencies, the transport was being subcontracted to Logic Trading. To ensure compliance a CPC holder had been employed and the company had joined the Road Haulage Association. The vehicles would be leased from NTC Holdings. the directors of which were his parents. His father had no part to play in the operation of NTC.

David McNicholas confirmed that the business premises were leased from NTC Holdings.

Transport manager Christopher Beech said tachograph records would be sent for outside analysis. He was aware of how bad the drivers' hours and tachograph breaches had been at the previous company.

The TC adjourned the hearing for a week after Beech admitted he had not brought any documentation to show what the maintenance arrangements were. When the hearing resumed the she was told Beech had resigned.

In granting interim authority until 28 January 2008 the TC directed that Vosa carry out a full maintenance investigation and tachograph records check.
