Which of the following most accurately describes the problem?

• The National Audit Office is undertaking a study to find out how much road damage is attributable to heavy lorries, and to what extent road track costs attributable to lorries are recovered in taxation.

A series of questionnaires are being sent to local authorities seeking information about the enforcement of lorry weight limits, the movements of special vehicles, and the usefulness of weight and route restrictions.

In July (CM August 2) the Department of Transport published details of road track costs, which showed that in 1985/6, lorries over 3.5 tonnes contributed £1,320 million in road tax. During the same period, lorries were held to be respomsible for £1,059 million of road damage.
