Which of the following most accurately describes the problem?

UNDER the Hire-purchase and Credit Sale (Agreements) (Control) Order, 1960, it is specifically required that the total amount of rental charge in respect of a goods vehicle up to SO cwt. payload should be ascertainable when the agreement is signed.

Whilst no action has been taken as to any possible contravention of this requirement, it has been technically illegal under this Order to hire a goods vehicle up to 30 cwt. on a mileage basis because the total charge could not be known beforehand.

Under emergency powers the Board of Trade has now issued the Hire-Purchase and Credit Sale Agreements (Control) (Amendment No. 5) Order,• 1963, which came into .operation on Tuesday this week. This provides that the Order of 1960 no longer applies to a goods vehicle which the hirer or purchaser operates under a carrier's -licence. This amendment, in effect, now includes goods vehicles up to 30 cwt. in addition to those over that weight already exempted.
