Which of the following most accurately describes the problem?

caught out by changes to the payment system of Humber Bridge tolls, which went up again on 1 April.

For a truck over 7.5 tonnes with four or more axles, a one-way crossing has gone up from £12.50 to £14; a book of 20 tickets has gone up from £225 to £252.

Drivers are also complaining that a £1.50 surcharge is being imposed for non-cash payments.

Driver Trevor Forsey says he refused to pay this surcharge because he was unaware of the rise. He was so angry that he drove round the estuary, although this detour added 23 miles to his journey.

"There was no advance publicity for the changes," says Forsey. "I just found it annoying and surprising."

Last year the Government announced that tolls would be jumping by £4.50 between August last year and this year (CAA 14-20 Aug 1997). This followed a long public inquiry into the level of tolls.
