Which of the following most accurately describes the problem?

SMMT

INITIAL reaction t o the Government's Green Paper on Transport from the Society of Mot or Manufacturers and Traders is disappointment at the lack of new ideas and new thinking contained in it.

But the SMMT is pleased with the fact that it is a consultation document. "The consultation document heralds a new departure in the vital field of transport policy and we have the opportunity to make a positive contribution to future policy over the coming months."

The document fails to spell out how public transport ought to be rethought and redirected, says the SMMT. "Propping up an outdated transport system by artificially down-grading the appeal of the alternative pro vides no solution to a major national problem."

It should be welcomed because of its clear statement of certain fundamental truths, adds the SMMT. "Industry will also welcome the commitment to consultation on the scope and form of the tax changes that are contemplated."
