Which of the following most accurately describes the problem?

TRANSPORT MINISTER Dr John Gilbert has expressed disappointment at the slow adoption of the Hazchem scheme by some section of industry.

Answering questions in the Commons, the Minister noted that the emergency services had commented favourably on the scheme.

He said that the chairman of the Health and Safety Commission informed him that 15 accidents involving road tankers transporting hazardous chemicals had been investigated by the Health and Safety Executive during 1975. None of the accidents had been reported by the police.

He added that the Executive was making a review of the legislation controlling the conveyance by road of hazardous substances, the conclusions of which would, it was intended, form a basis for future legislative proposals.
