Which of the following most accurately describes the problem?

• The Samuel Williams Transport drivsr training school, which is situated at the company's Thames Terminal at Dagenham. is to be made available to outside companies. The school, established two years ago, will have completed training Samuel Williams' own drivers by September this year. The school will then cater for outside companies and individuals in addition to the advanced training of Samuel Williams' own drivers and it is anticipated that the school will be particularly useful to companies of small to medium size not large enough to warrant their own driver training schemes.

Training officer, Mr J. Fisher, is assisted by three former drivers all trained and approved by the RTITB and graduates of the Motec hgv instructors' course at High Ercall in Shropshire. The bulk of the course is practical application, covering not only manoeuvring, braking, coupling, etc, but also the care of the vehicle and equipment.
