TRAFFIC COMMISSIONER (TC) for Scotland Joan Aitken has revoked the O-licence of Scottish operator Strathplant Hire after she was told the nominated transport manager had a full-time job at another company.

In a written decision following a

public inquiry in Edinburgh in August, the TC said Forfar-based sole trader George Hill, who traded as Strathplant Hire, was no longer professionally competent or had inancial standing. Strathplant was granted an O-licence in April 2009 for six vehicles and seven trailers.

In December 2010, the nominated transport manager on the licence, Maureen Towns, advised the TC that she had left the business.

On the application form for a new transport manager, Hill said his nominee Campbell McNab worked from 8am to 4pm, Monday to Friday, as a sales representative for Jewson, travelling from Montrose to the north of Scotland.

Hill proposed that McNab would work for Strathplant for eight hours on Saturday and Sunday and two hours on Monday, Tuesday, Wednesday and Thursday. Additionally, McNab would be available through text messaging to his phone and emails to his laptop.

The nomination was refused by the TC and Hill was asked to provide an alternative name. Hill failed to do this, and neither he nor McNab attended the inquiry.

Aitken said she needed to be persuaded that the arrangement that was proposed between Hill and McNab was a genuine one.
