SERIOUS complications whiah are stated to be further impeding con. summation of the Perry merger plan for the unification of operators' associations were reported at last week's meeting in Leeds of the Council of the Federation of Yorkshire Road Trans4 port Employers.

A resolution, which was adopted, expressed amazement that after prolonged negotiations one of the national associations concerned was faced with the problem that whilst eight of its areas were in favour of the suggested terms, no fewer than five areas were

against acceptance. •

before an early general meeting of members, includes a recommendation to the effect that, in view of the persistence of merger delays, the Federation shall strike -out on its own in a propaganda drive. This recommendation suggests that a campaign to increase the Federation's membership be launched. Speaking in support of such action, Mr. Frank Thompson, of Leeds, chairman of the Federation, remarked that the merger negotiations had resulted in a disposition to mark time in certain, association activities. One of these was membership propaganda. Because of merger delays, the tendency towards a stalemate in that direction had been prolonged to a serious extent, and the Federation committee considered that its organization should no longer be a party to it. Whilst still most anxious that the merger should take place, they felt the Federation should no longer wait for it, but launch a membership campaign immediately.
