ticket to wait for it—a rubbish bin! The offence he wrote on the ticket was "rolling bin". The bin had been mischievously moved into a pay-anddisplay car park by some darling kiddiwinks. The owner of the bin, winebar proprietor Jeff Skinner, was not amused: "The warden needs his eyes tested," he fumed. A spokesman for the local council concurred: "Clearly tickets cannot be issued for things such as wheelie bins and we won't proceed with this."
