Which of the following most accurately describes the problem?

THE NATIONAL TV Licence Records Office, responsible for keeping tabs on television licence evaders, has ordered 22 Sherpa vans from Freight-Rover.

The Sherpa, built at FreightRover's van factory in Birmingham, cost £25,000 each and use microchips to speed up the rate of detection of licence evaders.

The Office said that its previous fleet of 27 vans was in such a bad condition that only six of the vehicles had been on the road at any one time in recent months. The Office said that the new Sherpas would herald a renewed drive to catch an estimated 250,000 licence dodgers costing the BBC £55m a year.
