Which of the following most accurately describes the problem?

I TEND to recoil from any mention of the Glass and Glazing Federation. It reminds me too vividly of the doubleglazing literature that clogs my hall almost daily and of the pests who call and telephone day and night to sell me double glazing, which I already have. These include salesmen who call for the return of unwanted brochures which had previously been pushed through the door.

Plaxton, however, has a different view of the federation, which has presented the company with a handsomely engraved cullet as the vehicle manufacturer who during the past year has made the best use of glass to improve safety either in driving or in an accident. The award is for the laminated windscreen of the 3200 and 3500 models in the Paramount luxury coach range.

The federation describes a cullet as "a piece of raw glass 'sculpted' by the glass-making process itself." My dictionary says: "Broken glass."
