Which of the following most accurately describes the problem?

was quite a tonic to read in your columns recently 'of the appointment of a committee to consider. the question of transport education. I have been intrigued for a long time as to the function of the Institute of Transport in relation to goods operators, and it is to be hoped that we shall be included in whatever scheme is proposed.

The " big lads " concerned no doubt realize that the present is an exceptional opportunity to do good work in a big way in training future operators and drivers, and let us hope in conjunction with the Services before demobilization.

I see no reason why the abilities of all would-be entrants to the industry should not be closely examined. I suggest that we weigh in from time to time with our ideas in the hope that we may stumble on something that may help the committee. There is no need for those of us who are not Unit Controllers, and who now know that we belong to the " great unwashed," to think that we do not count, so long as the Editor generously opens his columns to us.

It may he that after the war a decision will have to be -made .between a policy of still more regulation and bigger prisons, and one of self government under supervision. A Start cannot be made too soon to prove that the industry. is capable of the latter,

AN ASSURANCE ON MILK RATE APPEALS THE article by " S.T.R." on milk haulage rates in • I your issue of October 8, gives an accurate impression of-the .difficulties confronting the Appeals Committee in its endeavour to make awards which shall be fair in every respect. His tribute to the work of the Committee is appreciated by this Conference, which appOinted the representatives of the A and B licence holders. •

Two alterations are suggested by ".S.T.R." He feels

• that the representative of .the Milk Marketing Board should retire while the Committee is adjudicating; and that a .uniform method of computing the cost of maintenance and depreciation should be agreed.

No protest was made at the time about the Board's representative remaining. He happened to be also a member of the Committee. In a previous case, another member of theCommittee had acted on behalf of the haulier, and had remained while the Committee deliberated. An assuraitce can be given that the presence of the representative had no effect in eithei" ease upon the decision.

" S.T.R." will he interested to learn that the whole question of costs is in the hands of a sub-committee, which is instructed to prepare a basis 'of costs suitable for use as a " yardstick " at all future hearings.
