Which of the following most accurately describes the problem?

REGARDING THE London Low Emission Zone (LEZ) (CM 1 November), here at Goldstar Heathrow we converted 25 trucks into Euro-4 to conform with the new legislation.

We operate in and around Heathrow, and therefore needed to comply. I can tell you we invested £140,000 in the LEZ. With hindsight, I wish I hadn’t – we encountered problems with the filter, noise and reduction in fuel consumption. We would have been better off replacing these vehicles with new ones.

I remember in December 2010 Transport for London issued a statement declaring another ‘grace period’ in early 2011 to allow for the lack of filters being supplied to the UK due to the flooding in Thailand, the main source of the filters.

[Re the latest developments], there has been no mention of warning letters being issued before penalty charge notices being issued (not that Goldstar has received any penalties as we’re compliant). Also, I’m surprised to see the massive reduction in European offenders, and don’t believe this is true.
