"I think Vosa has got enough on its plate without having to deal with issuing licences too.' he warns. "Ifs just taking resources away from patrols and other areas of the agency's work."
Bell f inds the current system for updating and renewing 0-licences is relatively smooth and trouble-free. The firm is licensed to run 40 trucks and 70 trailers. Most of the time it uses about 75% of its capacity, but with Christmas approaching, the extra units will be needed. The problem, he believes, will be with new 0-licence applications, where a mountain of paperwork must be cleared before an operator can start work.
"If Vosa takes over, operators will probably have to wait longer because of its other duties," he predicts.
