Bell backs the FTA and the majority of panel members on the question of responsibility for 0-licensing being transferred away from Traffic Commissioners.

Bell f inds the current system for updating and renewing 0-licences is relatively smooth and trouble-free. The firm is licensed to run 40 trucks and 70 trailers. Most of the time it uses about 75% of its capacity, but with Christmas approaching, the extra units will be needed. The problem, he believes, will be with new 0-licence applications, where a mountain of paperwork must be cleared before an operator can start work.

"If Vosa takes over, operators will probably have to wait longer because of its other duties," he predicts.
