Vosa is bound to be involved in gathering information, and that means it cannot be independent," Like other panel members Matthews values the independence of TCs to make judgments based on the evidence placed before them —even if that sometimes means you end up with regional variations in traffic rulings.
"With a Traffic Commissioner, you get an independent view, which is the way it should be. I've always found them to be quite clear in their rulings and not had any wild decisions out of them.
