Following a study it says hauliers and local authorities should set up transhipment centres where several haulage companies are based and, ideally, where there is a rail link. Operators with a delivery for a town would take it to the centre on the outskirts of the town where it would be consoiidated with other similar loads for final delivery into the town centre.

The study looked at the characteristics 01 96 European areas and focused on every aspect of the supply chain including things like deadlines and the financial, and organisational, impact of adopting such schemes.
