Which of the following most accurately describes the problem?

Heavily overloading an artic cost Blaydonbased RTH International Transport 13,250 in fines and costs when it appeared before Epping magistrates.

Prosecuting for the Vehicle Inspectorate, Anthony Ostrin said a two-axle tractor drawing a triaxle semi-trailer loaded with ceramic tiles was stopped in a check and weighed. The permitted train weight of 40,000kg was exceeded by more than 20%.

The tractor's 18,000kg GM was exceeded by 3,930kg; the permitted second-axle weight of 11,500kg was exceeded by 2,830kg; and the 24,000kg permitted weight of the axles an the trailer was exceeded by 4,840kg.

James Vuilo, appearing for the company and driver Kevin HaIles said the company had relied upon the weights given to the driver and was unaware of the overload. It had made no financial gain as it was paid a fixed rate and was not paid by weight.

Fining the company 13,000, with 1250 costs, the magistrates said it had been "an incredible overload' and they did net believe the driver had been unaware of the weight. They had taken account of the excessive nature of the offences, the road safety issues involved, and the damage to the roads.

HaIles was fined 1500 with £150 costs.
