Which of the following most accurately describes the problem?

• Orders for over Elm worth of heavy trucks and tractive units have been received by Atkinson Vehicles Ltd. during the past four weeks from UK operators and distributors. It is the highest monthly quantity ordered during the past 12 months and is in addition to a £530,000 order for Atkinson gritter-snow-plough vehicles.

Mr. Stuart Eden-Smith, Atkinson sales director, commented that many road hauliers had now overcome the months' of uncertainty over the effects of the Transport Act and were evidently catching up with orders which would normally have been spread over a longer period. Despite the multitude of provisions in the Bill, there were no apparent differences in vehicle requirements and the major part of the orders were for two-axle tractive units for 32-ton-gross operation.
