Which of the following most accurately describes the problem?

• Birch's Motor Services Ltd., Knott End, which recently applied for a fortnightly day excursion to Manchester (CM August 30), has been granted permission to operate two return journeys in the year until November 30 1969. Application was made because of the unsatisfactory ferry services to Fleetwood whence many existing services started.

The maximum number of vehicles to be used on any one day is two. Eight other excursions have been deleted from the licence with other destinations being substituted.
