Which of the following most accurately describes the problem?

THE Northern Traffic Commissioners last week issued their decision not to han 36-ft, single-deck p.s.v., from Kirkstone Pass, in Lakeland.

The decision, made on an application first heard last May and adjourned for a test run in one of the new longer buses over Kirkstone in August, had been delayed pending similar decisions by the Cumberland and Westmorland County . Council, which has agreed not to restrict the size of buses using Lakeland roads.

The application to run the longer buses was the first of its kind in the Northern area and the Commissioners had considered a restriction to 31 ft. 8 in. on some roads, including the Kirkstone Pass.
