Which of the following most accurately describes the problem?

IN view of the changed situation brought about by the difficulty of securing the co-operation of other organizations concerned with the retail motor trade, the Council of the Motor Agents' Association has formed the M.A.A. National Executive Committee, which will take over the work and functions of the Motor Trade War Executive.

To avoid delays by -waiting for the usual monthly meetings, the Council of the M.A.A. has invested the new Committee with full powers to take what action it sees fit in the interests of the retail motor trade.

Despite the difficulties which confronted the former Committee, it accomplished a great deal for the benefit of the trade, amongst this work being more adequate payment for hire of vehicles by the civilian defence authorities (the original official rates were, on the average, trebled); improved payment for petrol pumps used for civil defence purposes; the addition of Id. per 'gallon on petrol in retailers' profit margin, and an increase from 1 to 2 per cent, in the evaporation allowance under the rationing scheme; the 'virtual exemption of used vehicles, spare parts and accessories from the purchase tax, and the avoidance of the danger of loss to the retail trade of a big proportion of its business with commercial users; the intro duction of the Petrol Retailers' (S.A.) Co-operative Fund to assist those retailers closed down by the Government; and the bringing of armyvehicle-repair work into the hands • of the retail trade.

The National Executive Committee has now appointed a special committee, with Mr, G. W. Lucas as chairman, to consider and report upon the post-war organization of the retail side of the industry.
